A return to the concept based song cycle, White City: A Novel, was released in 1985. The songs deal wijth lost love, racial tension and broken dreams. The album contains the songs "Give Blood", "Face The Face" and "White City Fighting" featuring David Gilmour on guitar.

The story associated with the album takes place in a low-income housing estate in the West London area of White City which is near where Townshend grew up.
